Discussion with possible decision to approve closing Division Street from 2nd street to 3rd street on Saturday, August 10, 2019, from 10 a.m. until 2 p.m. for the Adair County Extravaganza sponsored jointly by the Adair County Historical Society and the Stilwell Chamber of Commerce. 2. Discussion with possible decision to approve special event permit for the Stilwell Chamber of Commerce to host the July 4th Downtown Celebration– waiving vendor permit fee – on Tuesday July 4, 2019, from 7 p.m. to 10:30 p.m. and closing between 1st and 2nd streets on Division Street for the event. 3. Discussion with possible decision to allow Stilwell High School Cheer to run the concession stand at the Splash Pad seven days a week during open hours. 4. Discussion with possible decision regarding hiring Mike Green as auditor for FY 2019-2020 audit. 5. Discussion with possible decision to put stop signs on Olive Street at 6th Street intersection. 6. Discussion with possible decision to approve paying $3,250 to Stilwell Kiwanis toward the cost of the July 4th fireworks display. 7. Discussion with possible decision concerning the city Health Care Plan for August 1, 2019, through July 31, 2020. 8. Discussion with possible decision on Pest Control for City Hall, Street Department, Community Building, Police Department, Armory, Library, and Dog Pound for FY 2019-20. 9. Discussion with possible decision to approve payment of $16,800.00 to the Stilwell Improvement Authority from Capital Improvement Fund for FY 2018-2019 loan payments for Stilwell police department building loan. 10. Discussion with possible decision to approve entering into an agreement with Stilwell Public Schools District for a school resource officer. 11. Discussion with possible decision to renew Memorandum of Understanding with the Stilwell Area Development Authority for lease of equipment building and equipment for maintenance of the Edna M. Carson-Stilwell Community Park for FY 2019-2020. 12. Discussion with possible decision to approve Collective Bargaining Agreement with FOP Lodge # 169 for FY 2019-2020. 13. Discussion with possible decision to approve Ordinance 396: “An Ordinance Providing to Code Enforcement and Animal Control the Authority to File Citations for Certain Offenses.” 14. Discussion with possible decision to adopt, for the immediate preservation of the public peace, health and safety, an emergency clause by reason whereof the provisions of “Ordinance 396” adopted above shall become effective immediately upon passage and approval, all as required by Law. 15. Discussion with possible decision to provide a stipend of $4200 to the Stilwell Volunteer Fire Department for performing annual hose testing to be evenly divided among those who participated. 16. Discussion with possible decision to allow the use of mortar/fireworks after touchdowns or victories at Stilwell High School Home Football Games for the 2019 season to be used exclusively by members of CC Camp, a non-profit community organization. 18. Discussion with possible decision to allow the use of the Community Building for visiting team dressing rooms for Stilwell Home Football Games on August 30 (scrimmage), September 6, 12, 13, 30, October 4, 11, 14, 21, 25, November 1. 19. Discussion with possible decision to purchase two sets of bleachers for Carson Park at a cost of $16,013.00 from Capital Improvement 20-16-645300.
